Goran Salihović – Chief Prosecutor of the Prosecutor’s Office of BiH

Born on June 28, 1959 in Tuzla - Tuzla municipality.
Residing in Tuzla.

Formal education:

Grammar School in Lukavac
Graduated from the Faculty of Law of the University of Sarajevo in 1986.
Bar exam passed before the Ministry of Justice in Belgrade.

Hired by the OHR as a legal expert to participate in the drafting of the State Law on Minor Offences in BiH; he was engaged by the Federation BiH Ministry of Justice to participate in the drafting of the Federation BiH Law on Minor Offenses (received positive expert opinion of the Council of Europe in Strasbourg, positive opinion of JESSAP, ABA/CEELI and Independent Judicial Commission); participates in the drafting of bylaws for the Election Commission of Bosnia and Herzegovina and harmonization of entity laws on minor offenses with the relevant provisions of the State Criminal Procedure Code and the Criminal Code; hired by  ABA/CEELI and Association of Mediators to serve as a member of the working group tasked with drafting the Law on Mediation, Law on Mediators and Standards for Mediators in BiH; Participates in drafting of all bylaws in the mediation area; participant at the Regional Conference: "Strengthening Magistrates Associations in South East Europe – Managerial Development, Participation in Decision-Making and Cooperation", Bucharest, Romania, 2011; participant at the Multi-Country seminar on judicial reforms in the criminal law area organized by TAIEX - European Commission, 2011; served as expert of the World Bank for the implementation of the Project for Land Registry Administration in the Federation BiH Ministry of Justice; listed as an expert in the Commission for selection of civil servants, appointed by the Civil Service Agency of Bosnia and Herzegovina (2012); serves as a judge in criminal, minor offense and civil cases.

-        National Center for State Courts (NSCC) and USAID funded Fostering an Investment and Lender-Friendly. Environment (FILE) Project awarded a certificate of appreciation to the Municipal Court in Sarajevo, in recognition of enormous effort, dedication and outstanding achievement of the entire staff of the court, headed by Goran Salihović invested in FILE project and improvement of the judicial system in BiH, presented by Jennifer Anderson Lewis - USAID FILE.

-        Certificate of Appreciation was awarded to Goran Salihović by the Public Institution JPTC FBH at the seminar "Application of the new law on minor offenses in judicial practice as a stimulus for the successful operation";

-        The Council of Europe has awarded a certificate to Goran Salihović for his participation in a training seminar on the European Convention on Human Rights in 2010;

-        Certificate of Appreciation of the JPTC FBH was awarded to Goran Salihović for special contribution in training of judges and prosecutors in BiH.

-        USAID funded - Justice Sector Development Project awarded a Certificate of Appreciation to Goran Salihović, a change management team member, for his continuous and valuable contribution in implementation of reforms in the field of judicial administration, Neum, June 2007.

-        A Letter of Appreciation for achievements and successfully implemented reforms at the Municipal Court in Sarajevo was sent to Goran Salihović by Timothy Bates in 2011;

-        A Letter of Appreciation was received from Ted Hill, Head of the Judicial Reform Project in BiH, BiH-Canada, for the support and assistance in implementing the project, and the expertise that has contributed to faster realization and implementation of the Judicial Reform Project in Bosnia and Herzegovina, 2010;

-        Certificate of Appreciation was awarded by the High Representative Donald Hays for reforms undertaken on cases of law value in BiH, 2005;

-        Certificate of Appreciation was awarded by the Ambassador of the Kingdom of Spain Jose Maria Castroviejo y Bolibar for demonstrated expertise which led to Bosnia and Herzegovina being listed as a candidate in The European Society of land registries, 2008;

-        USAID - awarded a certificate of recognition to Goran Salihović, president of the Municipal Court in Sarajevo, a change management team member, for his participation in the implementation of the standard of performance program in the period from 2008 to 2009, Neum April 2009;

-        Special Certificate was awarded by the World Bank's Doing Business Project 2012 to Goran Salihović in Sarajevo on October 2012.

ON  APPOINTMENT OF PROSECUTOR AND CHIEF PROSECUTOR TO
THE PROSECUTOR'S OFFICE OF BOSNIA AND HERZEGOVINA


I
Goran Salihović is appointed Prosecutor and the Chief Prosecutor of the Prosecutor's Office of Bosnia and Herzegovina.


II
While deciding on the appointment, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina has taken into account the qualifications, knowledge and experience of the nominated candidate. The aforementioned candidate stood out, among other candidates that applied, with his previous professional accomplishments, the ability to perform the duties of a Prosecutor and Manager, the ability to analyze legal problems, his demonstrated independence, impartiality, integrity, diligence and responsibility in performance of duties as well as his communication skills and maturity in decision-making. The Council believes that this candidate fully meets the requirements for appointment as prescribed in Article 43 of the Law on High Judicial and Prosecutorial Council of Bosnia and Herzegovina.

The appointee shall commence official function on February 1, 2013.

This decision shall enter into force on the date of its enactment.

V
The decision shall be published in the "Official Gazette of BiH" in accordance with Article 45 of Law on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina.
